January 7, 2020, the 2020 Spring Meeting between the Secretaries of Provincial Party Committee of 04
border provinces of Vietnam and the Secretary of Guangxi Zhuang Autonomous
Region’s Party Committee, China took place in Liuzhou city, Zhuang Guangxi Autonomous Region, China.
Attending the meeting, Cao Bang delegation included Mr. Lai Xuan Mon, Member of
the Party Central Committee, Secretary of the Provincial Party Committee, Head
of the provincial National Assembly Delegation; Mr. Nguyen Trung Thao, member
of the Provincial Party Committee, Vice Chairman of the Provincial People's
Committee; representatives of related Departments and Branches; and leaders of
border districts.

After the speech of Mr. Lu
Xinshe, Member of the Executive Committee of the Central Committee of the
Chinese Communist Party, Secretary of the Party Committee of Zhuang Autonomous
Region, Guangxi, China and the speech of the Secretary of Lang Provincial Party
Committee, a review on the implementation results of the signed contents was
carried out. With the joint efforts of the provinces and the region, up to now,
the contents of the exchange and cooperation agreements between the two sides
have achieved encouraging results such as strengthening cooperative and
friendly relations as neighbors, promoting the construction of cross-border international
tourism cooperation zones, strengthening traffic connections and cooperation in
opening and upgrading border gates and pairs of border markets as well as
collaborative management of across border labor, building cross-border economic
cooperation zones, cooperating on land border management, trade, investment and
smuggling prevention cooperation, cooperation on agriculture, forestry,
fisheries and livestock and cooperation on cross-border disease prevention and
safe import-export. At the same time, 10 cooperation proposals in 2020 were
mentioned at the meeting.

At the meeting, Mr. Lai
Xuan Mon delivered a speech highlighting the achieved results in cooperation
activities between the provinces and the region in the fields of foreign
affairs, border economy; ensuring security and order; building a border of
peace, friendship, cooperation and good development. Regarding the contents of
the 2020 agreement, the Secretary of the provincial Party Committee of Cao Bang
emphasized 4 contents of continued cooperation such as strengthening
cooperation in developing border-gate economy, coordinating to complete
procedures to organize announcement ceremony of upgrading pair of bilateral
border gates, coordinating in completing the construction Ta Lung (Viet nam) –
Shuikou (China) No2 road bridge, coordinating to carefully prepare for the
opening ceremony of border crossing and trial operation of Ban Gioc
(Vietnam) – Detian (China) tourism cooperation zone.

At the end of the meeting, the leaders of the delegations witnessed the signing ceremony of a cooperation agreement between 4 provinces
