Cao Bang Vietnam-China Friendship Association: Strengthen people's external relations with China

The Vietnam - China Friendship Association of Cao Bang province was established in 2004 on the basis of Directive No. 44-CT/TW dated September 20, 1994 of the Party Central Committee on expanding and renewing people's external relations. Since its establishment, the Association has raised its proactivity and flexibility, and sought to find suitable modes of operation to carry out people's external relations missions.

Cao Bang, a mountainous border province in northeastern Vietnam, has a land border with four border districts of Chongzuo city and Baise city, Guangxi Zhuang Autonomous Region, China. With many pairs of national and local border gates, pairs of border markets and traditional trading places, it is very convenient for people on both sides to exchange in economic, political, cultural and social fields. In recent years, In pursuing the motto of “friendly neighbourliness, comprehensive cooperation, long-term stability and looking toward the future”, the spirit of “good neighbours, good friends, good comrades, and good partners” and the agreements reached between the two countries' senior leaders, the cooperation and exchange relations in all aspects between Cao Bang province and the provinces and cities of China, especially Guangxi Zhuang Autonomous Region, have been continuously strengthened. Senior leaders of the two sides have had regular meetings and cooperation agreements in the fields of science and technology, industrial development, and border economic and tourism development.

Cao Bang Vietnam-China Friendship Association was established with the mission of connecting potentials and strengths which are complementary to each other between Vietnam and China; propagating the country's and local socio-economic development achievements to the Chinese people; informing Chinese enterprises about the province's mechanisms and policies of preferential investment incentives to Chinese enterprises, supporting enterprises of the two sides to conduct investment and business activities; inheriting and promoting Vietnam-China relations friendship nurtured by late President Ho Chi Minh; contributing to building a border of peace, friendship, stability and development. Therefore, it can be said that the activities of the province's Vietnam-China Friendship Association are inseparable and have a special role in the development of the friendly cooperation relations between Cao Bang province (Vietnam) and Guangxi Zhuang Autonomous Region (China).

In the context of current intensification of international economic integration, economic globalization and regional unification increasingly, there has been a certain impact on all activities of the Association. All members of the Association's Executive Board as well as the association's members are required to actively study and propose activities that not only bring about practical results but also ensure the Association's principles and purposes. The most dynamic and effective activities of the Association have significantly contributed to strengthening the comprehensive cooperation between Cao Bang province and China's Guangxi Zhoang Autonomous Region. The association proactively propose and actively join with the Department of Foreign Affairs and other agencies in the development and implementation of propaganda plans to educate the locals and the association's members to perform the tasks after land border demarcation, building the border of peace, friendship, cooperation and development.

Many Association's branches such as the Department of Foreign Affairs' and Youth Union's have been operating effectively and made significant contributions. The association has actively joined forces with the Union of Friendship Organizations of Cao Bang province and the Department of Foreign Affairs to develop a program to disseminate, thoroughly grasp and implement the Politburo's Directive No. 04-CT/TW dated July 6, 2011 on continuing to innovate and improve people's external relations work in the new situation.

Annually on China's National Day, the Vietnam - China Friendship Association holds meetings with Chinese workers in Cao Bang.

The Association has always actively coordinated with the Department of Foreign Affairs to firmly grasp the practical situation of the Vietnam-China relationship in order to develop a plan of external activities in coordination between the Party's external relations, State's diplomacy and people's external relations with external relations activities of politics, economics and culture. The Association's branches such as the Elderly Club of the city, Cao Bang College of Education, Cao Bang Art Troupes and the Youth Union have actively integrated people's foreign relations in official visits of the province by exchange activities, art performing arts, and sport exchange. Annually, the Association coordinates with the Department of Labor, War Invalids and Social Affairs to organize the provincial delegation to visit the Vietnamese martyrs' cemetery in Longzhou, Chongzuo city, China; coordinated with the Association for folk music Conservation of ethnic minorities in the province and Ha Lang district to successfully organize the cultural and friendly exchange activities in Ban Dau hamlet, Cao Son village, Kim Long town, Longzhou, Chongzuo city, Guangxi, China; acts as a focal point and supports agencies, units, businesses in exchanges and cooperation with the Chinese partners.

It can be affirmed that the activities of the Vietnam - Russia Friendship Association of Cao Bang province over the past time have had many positive results and always closely follow significant current events in Vietnam - China relations as well as historical events to support and enhance the relationship of the two sides, contributing to mutual understanding between the people of the two countries.
