Deputy Minister of Foreign Affairs Dang Minh Khoi visits Cao Bang
On
March 9, the delegation of the Ministry of Foreign Affairs led by Mr. Dang Minh
Khoi, Deputy Minister of Foreign Affairs, Ambassador Extraordinary and
Plenipotentiary of Vietnam to the Russian Federation, Chairman of the State
Committee on Overseas Vietnamese paid a visit to and worked with the province on
the situation and prospects of promoting cooperation between the province and
localities of the Russian Federation.

At
the meeting, Mrs. Nguyen Bich Ngoc, Member of the Standing Committee of the
Provincial Party Committee, Vice Chairman of the Provincial People's Committee
reported to the delegation about the advantages and potentials of cooperation
of the province, the situation and prospects of promoting cooperation between
Cao Bang and localities of the Russian Federation.
The
province has great potential for cooperation in tourism, agriculture,
production and processing of medicinal herbs; and potential for investment cooperation
in the fields of transport, construction of infrastructure, industry and urban
development. In 2020, the province approved investment policy and granted an
investment registration certificate for the project of dairy farming and
high-tech milk processing with total investment of VND 4300 billion; The 115km Dong
Dang - Tra Linh expressway project approved by the Prime Minister under
Decision No. 1212/QĐ-TTg dated August 10, 2020 and 2 sub-projects connecting to
the highway has been being implemented.
Regarding
border management, the province has implemented synchronous measures of border
guard work; strengthened border management and protection, including closely
monitoring construction works at the border; strengthened coordination in
border management and protection according to three legal documents on Vietnam
– China land border; promptly and effectively handled and resolved cases
occurring on the border, maintaining territorial sovereignty and legitimate
interests of each party; maintained the border checkpoint along the border line;
well implemented the COVID-19 prevention and control.
In
people-to-people diplomacy, Cao Bang Vietnam - Russia Friendship Association with
90 members has been established for nearly 10 years. The Association’s purpose is
to connect members who have studied, worked in Russia and to propagate the
Vietnam-Russia friendship and the Soviet people's tradition of solidarity and
assistance with Vietnam. The province has well maintained the expansion and
consolidation of friendly cooperation with China’s Guangxi Zhuang Autonomous
Region in various fields; strengthened and expanded new cooperative
relationships with Gangwoon Province (Korea), Nagano Province (Japan),
localities in the US and Cuba; developed close relationships with embassies of
Japan, Korea, Australia and some other countries…

Cao
Bang province proposed the Ministry of Foreign Affairs to support the province:
to connect with government partners of the Russian Federation and some
localities of Russia, especially localities located on the Chinese railway line
from Chongqing - Xinjiang to European countries; to call for trade investment
and support promoting culture and tourism; to establish cooperative relation
with Russian’s Volgagrad province, and at the same time, to invite Volgagrad’s
delegates to visit Cao Bang; to promote the province's potentials and
strengths; to introduce Russian organizations and sponsors to survey, implement
programs, projects and aid in the fields of strength of Russia such as health,
education and training, vocational guidance, environment schools and
livelihoods for sustainable development and appropriate emergency aid programs.
Speaking at the meeting, Deputy Foreign Minister
Dang Minh Khoi highly appreciated Cao Bang's efforts in socio-economic
development, external activities, promotion and preservation of UNESCO cultural
heritage in the province. The Ministry of Foreign Affairs will strengthen
coordination and act as a bridge to support the province to meet, exchange,
call for investment, promote tourism development, and connect the province's
transport system with domestic and international localities. The Ministry of
Foreign Affairs suggested the province continue to well implement the Agreement
on Cooperation in Protection and Exploitation of Tourism Resources of Ban Gioc –
Detian waterfall and to associate socio-economic development with ensuring national
defense and security in the locality.
