International conferences on health and education between four border provinces of Viet Nam and Guangxi Zhuang Autonomous Region, China
On the morning of
September 9, 2021, the online conference on cooperation on the disease
prevention and control in the border area and the online conference to discuss
educational work between 04 border provinces of Viet Nam: Cao Bang, Lang Son,
Quang Ninh, Ha Giang and Guangxi Zhuang Autonomous Region (China) took place.
Ms. Vuong Thi Tuyen - Deputy Director of Cao Bang Provincial Department of Health - signs a Memorandum of Understanding on medical cooperation between the Health Committee of Guangxi Zhuang Autonomous Region (China) and the Departments of Health of the provinces Lang Son, Quang Ninh, Cao Bang and Ha Giang (Vietnam).
* Attending the
conference on medical work and training conference on HIV/AIDS project in
Vietnam - China border area, cooperation in prevention and control of
infectious diseases across the Mekong - Lancang border were Mr. Do Nam Trung,
Consul General of Viet Nam in Nanning, China; Mr. Nhiep Kien Cuong, Deputy
Director of Department of International Cooperation, the National Health
Commission (China) and representative leaders of Departments of Health of four
Vietnamese provinces and those of the Health Committee of Guangxi Zhuang
Autonomous Region, China.
Representative
leaders of Departments of Health of four Vietnamese provinces and the Health
Committee of Guangxi Zhuang Autonomous Region, China briefed on the medical
work; HIV/AIDS prevention and control; the fight against the COVID-19 pandemic
which has been developing complicatedly in each area in recent times. At the
same time, the units also proposed solutions to enhance the effectiveness of
medical work in international cooperation in the coming time such as
strengthening the development of information exchange regulations; regularly
organizing specialized talks on health; establishing rules for medical
assistance and treatment in the border area and so on.
At the
conference, representative leaders of the Departments of Health of four
Vietnamese provinces including Lang Son, Quang Ninh, Cao Bang, Ha Giang and the
Health Committee of Guangxi Zhuang Autonomous Region, China signed the
Memorandum of Understanding on Medical Cooperation between the parties by online
form. The content of the Memorandum of Understanding was agreed by the parties
in November 2020. The overall goal of the Memorandum of Understanding on
Medical Cooperation is to promote and develop comprehensive cooperation between
the parties in the field of health according to the actual conditions of each
unit on the principle of strictly complying with legal regulations and rules of
its own country. Thereby, it contributes to consolidating and further
developing the cooperative relationship between the parties in the field of
health, continuing to improve the people’s health according to the principles
of equality, mutual benefit and mutual respect.
In the
afternoon of the same day, the delegates attended a training conference on the
HIV/AIDS project in the Viet Nam-China border area with the content of
implementing cooperation strategies to fight HIV/AIDS across the border in the
context of the COVID-19 pandemic.
* On the same
day, the Department of Education of Guangxi Zhuang Autonomous Region (China)
chaired and coordinated with Departments of Education and Training, Departments
of Labor, Invalids and Social Affairs of provinces: Quang Ninh, Lang Son and
Cao Bang, Ha Giang (Viet Nam) to hold an online conference to discuss
educational work.

Over the past
time, implementing the program signed between the parties (in 2020), the
exchange and cooperation in the development of education, training and
vocational education has made a lot of progress. Every year, Guangxi Zhuang
Autonomous Region grants 10-25 undergraduate and postgraduate scholarships to
each of the four border provinces of Vietnam. Along with that, the four
provinces of Quang Ninh, Lang Son, Cao Bang and Ha Giang have also facilitated
and granted scholarships to some Guangxi pupils and students who wish to study
at universities in Viet Nam. The two side’s achievements of cooperation in
recent years have not only brought benefits to officials, teachers and students
in the education sector, helping to improve the quality of human resources, but
also contributed to enhancing exchanges between the two peoples, consolidating
and developing friendship and cooperation relations between localities.
At the
conference, the delegates of the two sides exchanged and discussed issues in
educational cooperation, especially the training of pupils and students between
Guangxi and the four border provinces of Viet Nam; exchanging about vocational
education, cooperation in vocational training for students of both sides;
discussing the program of awarding educational scholarships to pupils and
students; sharing how to organize educational work in the context of the
COVID-19 epidemic; exchanging and cooperating in training and fostering
teachers in vocational education; organizing internships and vocational
training in Guangxi for pupils and students from border provinces of Viet Nam.
On the basis
of exchanging ideas, the two sides
agreed to continue to maintain the signed contents and the regular exchange
mechanism between the two parties; continue to implement the program of
awarding scholarships to train officials, pupils and students; strengthen the
organization of training teachers teaching Chinese and Vietnamese between the
two sides; promote exchange of educational work between the universities of
Guangxi and colleges and universities in the four border provinces of Viet Nam;
establish a vocational education alliance to share and cooperate in vocational
education and training. At the same time, the two sides will advise levels of
authorities to allow overseas Vietnamese students (who have had two doses of
Vero cell vaccine) to return to universities in Guangxi and overseas Guangxi
students to return to Viet Nam to complete courses.
The upcoming
conference on educational cooperation between the four border provinces of
Vietnam and Guangxi (China) is expected to be held in 2022 and chaired by Cao
Bang province.
