Successfully organize the 2021 Sping Meeting and 12th Conference of the Joint Working Committee
On
April 9th morning, Cao Bang Provincial Party Committee chaired the
2021 Spring Meeting between the Secretaries of the Provincial Party Committee
of the 4 provinces of Cao Bang, Lang Son, Quang Ninh, and Ha Giang (Vietnam)
and
Secretary of the Party Committee of Guangxi Zhuang Autonomous Region (China).
The Meeting was held online with 8 live points in Vietnam and China.

The
Spring Meeting has become an annual practice in order to further tighten the
good traditional friendship and cooperation as well as to enrich the content of
the comprehensive strategic cooperative partnership between the two Parties, States,
contributing to peace, stability and development of the region and localities. As
the year 2021 is of great significance for both Vietnam and China, and for the
contents of cooperation among the 5 provinces/regions to be implemented
comprehensively, synchronously, in depth, substantively and effectively, Cao
Bang proposed a number of contents to promote cooperation in 2021 as follows: 5
provinces/regions continue to maintain the good implementation of the foreign
policy of the two Parties, States; constantly promote friendly exchanges and
comprehensive cooperation in all fields, further tighten the friendship between
two side’s provinces/regions and border localities, contributing to promoting
the Vietnam - China comprehensive strategic cooperative partnership.

Lu xinshe, Member of the Central Committee of the Communist Party of China,
Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region, Chairman
of the People's Congress of Guangxi Zhuang Autonomous Region suggested that in
the up-coming time, the parties should continue to strengthen cooperation in
health and effective disease prevention; speed up the connection of transport
infrastructure; strengthen border economic cooperation and expand border trade zones;
continue to seek and promote new and effective economic development models; build
and upgrade pairs of border gates, especially the ones in key economic zones; promote
people-to-people exchanges and develop tourism of the two sides.

at the Meeting, Deputy Minister of Foreign Affairs of Vietnam Nguyen Minh Vu
highly appreciated the initiative to organize the program online to adapt to
the current Covid-19 situation. He emphasized that the meeting was the
highest-level dialogue forum in the exchange and cooperation relations between
the localities of Vietnam and China. It was also an opportunity for key leaders
of the provinces/regions to exchange and strengthen their political trust, thereby
promoting an important role in determining cooperation directions as well as directing
the settlement of difficulties and obstacles in cooperation between the two
countries.

Cao
Bang province is highly appreciated for its innovative organization of this
year’s online meeting with the theme of "Strengthening friendship,
proactively adapting, enhancing cooperation, promoting development" in the
situation of responding to and preventing the Covid-19 epidemic and the
progress and achievements of the 2020 Spring Meeting in Liuzhou, China. It is
agreed that 5 provinces/regions with traditional friendship, similar culture
and close development path will always be good neighbors. In 2021, the parties
will actively overcome difficulties caused by the COVID-19 pandemic to continue
implementing the signed cooperation, while enhancing the initiative and
creativity of localities in researching, proposing and implementing new common
perceptions in the cooperation agreement. It is necessary to promote the joint
coordination role of the Spring Meeting and the Joint Working Committee Conference
between four border provinces of Vietnam and Guangxi (China); The parties need
to focus on promoting cooperation in the fields of people-to-people exchange
and connection of the provinces/regions; well implementing the minutes of
talks, memorandums of understanding and cooperation agreements; coordinating to
do well in epidemic prevention and control; implementing economic and trade
cooperation, contributing to the realization of the "Regional
Comprehensive Economic Partnership Agreement" (RCEP); effectively
implementing three legal documents on Vietnam – China land border and related
agreements. In the complicated situation of the Covid-19, the leaders of the
provinces/region need to periodically or not periodically inform each other
about the epidemic situation; jointly study and develop corresponding measures to
facilitate post-covid recovery of trade and investment, to overcome supply
chain disruption, and to encourage businesses of all parties to contact and
connect for development.
After
the 2021 Spring Meeting, the People's Committee of Cao Bang province chaired
the 12th conference of the Joint Working Committee online between the 4
provinces of Cao Bang, Lang Son, Ha Giang, Quang Ninh (Vietnam) and Guangxi
Zhuang Autonomous Region (China).

The
conference reviewed the achieved results as well as limitations in implementing
the content of the signed talks, memorandums, and cooperation agreements; agreed
to concretize the key contents of cooperation in the upcoming time.
In
the spirit of solidarity and friendship, the leaders of the provincial and
regional governments discussed the contents, programs and plans to realize the
agreed contents of cooperation. The two sides continue to cooperate in opening
and upgrading border gates; flexibly implement solutions to promote two-way
border trade; continue to support businesses of the two sides to implement
cooperation in agriculture, forestry and fishery; continue to strengthen
cooperation and exchange of experiences in crime prevention, immigration
management, border management and cybersecurity, and border law enforcement.
