The view of the meeting

The delegation of Cao Bang included Mr. Trieu Dinh Le, Permanent Deputy Secretary of the Cao Bang Party Committee and Chairman of the Provincial People’s Council; Mr. Nong Thanh Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Leadership representatives of divisions of the Provincial People's Council and Cao Bang Department of Foreign Affairs.

Speaking at the meeting, Chairman of Cao Bang Provincial People’s Council Trieu Dinh Le said the meeting was a chance for the two people-elected bodies to review the implementation of the bilateral friendship exchange agreement, share working experience, and explore ways for implementing the cooperation commitments and agreements reached between the Secretary of the Cao Bang provincial Party Committee and the Secretary of the Guangxi Zhuang Autonomous Regional Party Committee earlier this year.

He emphasized that Cao Bang and Baise boast close-knit relations. Together with the development of the Vietnam - China comprehensive strategic cooperative partnership, exchanges and cooperation between Cao Bang and Baise have also been growing and produced significant achievements in various fields, contributing to the friendship and political trust between the two countries. Since the Cao Bang People’s Council and the Standing Committee of the Baise People’s Congress signed a friendship exchange agreement in May 2023, the two sides have actively implemented cooperation activities and obtained fruitful results to generate practical benefits for both, said the Chairman of Cao Bang Provincial People’s Council.

In 2023, Cao Bang signed fifteen documents and agreements with Chinese localities and partners, sent thirty-one delegations on working visits to China, and welcomed six delegations of Chinese administrations and businesses. Exchanges at all levels, especially between the two sides’ border districts have been carried out frequently. Besides, discussions about transport connectivity have also reaped certain results, he added. The two sides have decided on their own policy mechanisms to focus on investing in many infrastructure items in border gate areas. Both sides carry out exchanges and visits to agree on solutions to promote the recovery and development of tourism.

The official proposed that the people-elected bodies of the two sides continue to cooperate comprehensively in accordance with the guiding spirit of senior leaders of the two Parties and two States. Both side enhance the exchange of experience in People's Council activities on a number of specific contents; strengthen cooperation to promote trade promotion and import-export activities; timely update and exchange information on changes in management mechanisms and policies for each country's import and export products to inform businesses; promote the implementation of cross-border labor management agreements; enhance exchange and coordination in maintaining strict implementation of 3 legal documents on Vietnam - China land border and agreements signed by the Vietnam-China Joint Land Border Committee.

Chairman of the Standing Committee of the People’s Congress of Baise city Zhou Wuhong expressed his wish to bring the relationship between the two sides to a new level of cooperation, exchange and friendship, construction and traffic connection, investment and construction of border gate infrastructure, promotion cooperation in tourism, agriculture, education and staff training. He expressed his hope that that Cao Bang province would speed up the progress of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project so that trade in goods between the two localities would be promoted. He proposed that the two sides would direct the functional forces to strengthen the propaganda for their people, well carry out the border management, and better control the epidemic and the ecological environment.

In the spirit of openness, solidarity, friendship, cooperation, and sincerity, the two sides exchanged and shared experiences on the activities of elected bodies in promulgating policy mechanisms and supervision activities to promote socio-economic development and enhance the position and role of elected bodies at the local level. The two sides evaluated the implementation of cooperation and friendly exchange agreements that the two sides had committed to and solutions to promote and improve the effectiveness of cooperation and friendly exchanges in the coming time.

Both sides believed that the cooperation between the People's Council of Cao Bang province and the Standing Committee of the People's Congress of Baise city in the coming time will continue to be fruitful. The two sides make good use of the advantages, cooperate, unite, support each other, overcome all difficulties and challenges together, contributing to the friendly cooperative relationship between the two Parties, the two States and the two peoples.
