The overview of the talks

There was the participation of leadership representatives of the a relevant Provincial Departments and sectors, the Offices of a number of district People's Committees of Bao Lac, Ha Quang, Bao Lam and Trung Khanh.

At the talks, the two sides affirmed that over the past time, along with the development of the Vietnam-China comprehensive strategic cooperative partnership, the relationship between Cao Bang province and Baise city has continuously expanded and developed, becoming increasingly in-depth and practically effective. From the beginning of 2024 until now, Cao Bang has signed 9 international documents and agreements with localities and Baise partners. The visits of province/city leaders of both sides have reached common understandings on enhancing exchanges, which contributes to consolidating political trust and traditions of friendship, building friendly cooperative relations in the fields of economics, trade and tourism.

The border districts of the two sides have established many communication and meeting mechanisms. Many localities have formed brotherhood relations at district (city), commune (town) and village levels. Foreign affairs activities, people-to-people exchanges, and mass organizations between the two sides have been maintained and deployed in many forms. The two sides have strengthened coordination to complete the opening of the bilateral border gate of Soc Giang (Vietnam) - Pingmeng (China) and upgrading the Tra Linh (Vietnam) - Longbang (China) border gate (including the Na Doong - Na Ray customs clearance route) into an international border gate.The functional forces of both sides maintain the border management cooperation mechanism according to three legal documents on Vietnam - China land border and related agreements; coordinate to properly handle problems arising on the border, contributing to building a border of peace, stability, cooperation and development. 

In the spirit of openness, solidarity, friendship, cooperation and sincerity, the two sides discussed and agreed on the following contents: strengthening friendly cooperation and exchanges, continuing to advise on improving the effectiveness of cooperation mechanisms and periodic exchanges between the provincial, sector and local levels of the two sides, with many flexible forms, in the immediate future, coordinate to organize the Cao Bang International Trade Fair (Vietnam) - Baise (China) in 2024 in Cao Bang province. The signed documents and agreements have been effectively implemented by both sides, creating a favorable environment for cultural exchange and socio-economic development in border areas. Cultural exchange activities, people-to-people exchanges, cultural and tourism cooperation have been strengthened. A strategy for promoting local culture and tourism has been developed and implemented.

The two sides agreed to strengthen cooperation in opening, upgrading border gates and connecting traffic to promote the opening of the bilateral border gate pair of Po Peo (Vietnam) - Yuexu (China) including the Dinh Phong - Xinxing border crossings; study the pilot construction of the Tra Linh (Vietnam) - Long Bang (China) smart border gate; coordinate to complete procedures to submit to competent authorities for approval of a specialized road for transporting goods at the Soc Giang (Vietnam) - Binh Mang (China) bilateral border gate; strengthen cooperation in border management and continue to disseminate and effectively implement the three legal documents on the Vietnam-China land border and related agreements. 

The two sides have coordinated and satisfactorily handled incidents arising on the border in the spirit of cooperation and friendship to jointly build a border of peace, friendship, stability, cooperation and development. The foreign affairs agencies of the two sides have increased information exchange and established a mechanism for annual regular meetings and exchanges at least once a year on each side.

Head of the Foreign Affairs Office of Baise City Huang Lanai proposed that the two sides continue to coordinate, promote the exploitation and development of cross-border tourism; strengthen exploration and further expand cooperation in the agricultural sector. She expressed her hope that Vietnam's and Cao Bang's strong products would be imported into the Beijing market as well as other localities in China. She also proposed promoting and expanding customs clearance authority at border gates to facilitate people on both sides to travel, trade and circulate goods.

The two sides expressed the belief that the friendly cooperation between Cao Bang province and Baise city, with the attention and support of the leaders of the two Parties and States, would continue to be expanded and deepened, bringing many practical benefits to the people and contributing to promoting social stability and economic development of both sides.
